I can only think the reason is that if somebody wants to check out a new mobile here in the UK, they just go to their local network providers store or an independent shop where they can have a play with the handset and then buy it or upgrade (usually for free) on a contract.
I mean we both know that the Apple Store sells more products other than the iPhone, I mean I would go to the Apple Cube just to look at their iBooks and have a chance to play with em.
As for the Nokia store..
You can blame it on lack advertising here in the US.
I mean Americans knows Nokia, but they don't know Nokia's Advance Multimedia Phones such as the Nseries or the Eseries.
Americans knows only the mid range Nokia phones.
So if I am one does typical Americans, and my wife tells me "Look Its a Nokia Store" All I can I say to my wife is "Don't bother honey, we have seen their phones just a waste of time".
